RESOLUTION TER/2515/2025, of 1 July, approving the regulatory bases for the granting of aid, under a non‑competitive public call, to promote Officially Protected Housing (VPO) on land entered in the Public Land Reserve

The Resolution TER/2515/2025 (published in the DOGC on 4 July 2025) establishes the conditions for a non‑competitive public scheme of subsidies aimed at encouraging the development of VPO dwellings on plots belonging to the Public Land Reserve. The main provisions are:


  • Eligible beneficiaries: Developers undertaking new‑build projects or major renovations that hold a provisional VPO classification for the plots concerned.
  • Monthly subsidy: A payment that covers the gap between the official reference prices (10.65 €/m² of dwelling floor area and 5.33 €/m² for ancillary space) and the maximum rents set for each area.
  • Duration of aid: 28 years. After this period, surface right holders must pay 5 %–10 % of the collected rents to the Generalitat.
  • Use requirements:
  • • On public land, dwellings must be allocated permanently to rental or use assignment.
  • • On private land, the minimum commitment is 75 years.
  • Financing facilities: The Institut Català de Finances (ICF) offers loans of up to €50 million at a subsidised fixed rate (1.5 percentage points below the standard rate) for 20 years for rental or use‑assignment projects.
  • Technical and execution standards: Developments must achieve an energy rating of A (or B in the case of major renovations) and be completed within 36 months, with works finished no later than 31 December 2030.
  • Default clause: The Catalan Housing Agency reserves a cost‑free purchase option if the developer defaults on five loan installments.
  • Surface rights: Surface right contracts will run for 75 years, with detailed regulation of termination and transfer grounds.
