New Decree-Law 6/2026: urgent measures for rural municipalities in urban planning and public procurement
The Official Gazette of the Government of Catalonia (DOGC) has published Decree-Law 6/2026, of 5 May, which came into force on 7 May and adapts urban planning legislation to the reality of Catalan rural municipalities. The regulation introduces simplified planning instruments —such as the new rural POUM (Municipal Urban Planning Plan)— and provides greater flexibility for the execution of projects on non-developable land, with the aim of facilitating local population settlement and the implementation of housing and economic activities in these municipalities.
Among the most relevant new features are the creation of an inventory of buildings on non-developable land, which will allow existing constructions to be used as permanent residences, for artisanal activities or as social facilities —with the possibility of expansion up to 150 m²—, and the exemption from the minimum land reserve for publicly subsidised housing in rural POUMs. The regulation also incorporates simplification measures in the field of public procurement.
