IMHAB is putting three plots of land up for bid to build public rental housing in Barcelona

The Barcelona Municipal Institute for Housing and Regeneration (IMHAB) has published a call for tenders for a public competition to establish a leasehold right on three plots of land owned by the Zona Franca Consortium, with the aim of developing, building and managing social housing under a general rental scheme.

This call for tenders forms part of a wider project to build 625 affordable rental homes on five municipally-owned plots located in the Provençals del Poblenou, Marina del Prat Vermell, Sant Andreu and Diagonal Mar neighbourhoods and the seafront.


The three plots included in this first phase of the tender process are:

•   Calle de Motors, nos. 111–113 (Marina del Prat Vermell neighbourhood, Sants-Montjuïc district)

•   Calle de Motors, nos. 115–117 (Marina del Prat Vermell neighbourhood, Sants-Montjuïc district)

•   Paseo de Torras i Bages, nos. 129–133 (Les Casernes de Sant Andreu neighbourhood, Sant Andreu district)


The tender model provides for the transfer of the plots for a renewable period of between 50 and 75 years, during which the land will remain under municipal ownership. At the end of the lease, the properties will revert to public ownership. The successful bidders — both private operators and non-profit organizations — will be responsible for constructing the buildings and managing the rentals, which will be allocated to people registered on Barcelona’s Social Housing Register.

The tender for the two remaining plots in the package, under a public concession scheme, will be published shortly. Details of the tender are available on the IMHAB’s contracting authority profile via the Public Procurement Services Platform.
